Metropolitan Board of Public Education v. Guest

An administrative law judge that Joel Guest be placed in the full inclusion program. The district appealed, and the district court reversed, ordered placement in a special education classroom for two-thirds of the student's day for the 1998-1999 school year, and declared that neither party was the prevailing party for purposes of awarding attorney's fees.
